General health and safety legislation, codified in Legislative Decree 81/2008 , requires the employer to assess all risks present and, in particular, to make available to workers stable buildings that possess a solidity corresponding to their type of use and environmental characteristics. Moreover, even in the management of emergencies, it is necessary to take into consideration the hazard scenario caused by seismic activities and draw up appropriate procedures.

Recent seismic events have placed in great evidence, the vulnerability of buildings constructed in past years in the absence of current earthquake-resistant regulations for the design and construction of structures.
