The PSCis the tool with which it is intended to control interference between two or more companies operating in the same area, competing in the completion of the same work.
This is the document that the Safety Coordinator for the Design or Execution of the project, appointed by the Client, must draft before work activities begin on a construction site. It consists of a technical report containing all the necessary provisions—aligned with the complexity of the project—aimed at preventing or minimizing risks to workers’ health and safety, along with a series of explanatory drawings.
So the goal is to describe the operational steps that will be carried out at the construction site, identify all possible critical steps in the construction process, and prescribe all actions to prevent or reduce risks to workers’ health and safety.
Employers of contractors shall make copies of the PSC and POS available to safety representatives at least 10 days before the start of work.
The Client or the Project Manager sends the PSC (Safety Plan) to all the companies invited to submit bids for the execution of the works. In the case of a public works contract, the transmission is considered to be the making available of the plan to all the competitors in the tender.
The company that is awarded the work has the right to submit proposals for additions to the safety and coordination plan to the coordinator for execution, where it believes it can better ensure safety on the site based on its experience.
Under no circumstances can any additions justify changes or adjustments to the agreed prices.
Before the start of work, the contracting company shall transmit the plan to the contractors and self-employed workers.

Failure to prepare the file with the characteristics of the work: 3 to 6 months or fine of 2,500 to 6,400 euros
